    Job Description PROJECT MANAGER, TERMINAL CONSTRUCTION Victoria Two Positions The Opportunity BC Ferries plays a vital role in connecting coastal communities throughout British Columbia’s west coast by providing essential passenger and vehicle ferry services. This includes managing a significant capital program dedicated to renewing and upgrading terminal infrastructure to support safe, reliable, and cost‑effective service delivery. The Terminal Construction department is currently looking for two regular, full‑time Project Managers . These individuals will join a team responsible for the planning and delivery of approximately 350 capital projects across our terminal network. Projects within the department cover a wide range of disciplines and scopes from complete berth replacements and marine structure life extensions to terminal redevelopments, building tenant improvements, a variety of mechanical and electrical upgrades; and everything in between. The Role Reporting to the Program Manager‑Terminal Construction, the Project Manager is responsible for leading the planning, design, and delivery of multiple concurrent capital projects across civil, building, and marine terminal domains. These projects vary in size, scope, complexity, and location, requiring adaptability and comprehensive project management skills. Key Responsibilities Lead the planning, design, and execution of capital projects, ensuring all phases are managed effectively. Identify, prepare, and take accountability for project scope, schedule, budget, and resource allocation. Manage all project management activities from initiation through close‑out including preparing feasibility studies, planning site investigations and condition assessments, leading design development in collaboration with interest holder groups, procuring goods, services, and contractors and preparing contracts, performing site supervision and construction management, completing commissioning and facilitating project handover upon completion. Collaborate with a range of internal and external stakeholders throughout all project phases, including consultants, internal departments, executive teams, regulatory and permitting agencies, First Nations communities, and others. Prepare and present governance documents, such as project business cases, to steering committees and executive leadership. Support ferry operations by contributing to planning, public and internal consultation, and the implementation of alternate ferry service plans or berth closure plans during construction‑induced service interruptions. Participate in the development and implementation of technical, departmental, and safety policies, procedures, and standards. Provide support to divisional objectives, goals, and corporate programs by leading technical studies and investigations. Engage in capital planning activities with various internal departments and stakeholders. Lead and coach project coordinators or other project managers to maintain high standards of professionalism and organization within the project management office. Carry out various administrative duties, including communication, reporting, and documentation. Location & Work Requirements Regularly travel to various terminal locations along the coast of BC. Occasionally work long hours, nights, or weekends as required to meet various project schedule requirements to avoid operational impacts from our work. Occasionally work outdoors in adverse weather conditions. Work collaboratively with a diverse array of contractors, consultants, public agencies, and regulatory bodies. What you bring to the team Education and Experience Diploma or Degree in engineering, architecture, construction management, building technology, or related field. Minimum 7 years of progressive project management experience managing capital construction projects in a related industry. Membership, or eligibility to be registered, as a Professional Engineer with EGBC or a Technologist with ASTTBC, or equivalent. An equivalent combination of education, training, and experience may be considered. Experience with an Owner’s organization is preferred. Project Management Professional (PMP) designation is considered an asset, or willingness to obtain designation in the future upon adequate experience. Knowledge and Competencies Comprehensive knowledge of project management principles and methodologies for infrastructure construction projects. Knowledge of engineering principles, construction best practices, and regulatory requirements for civil, marine, and building projects. Progressive experience in planning, design, procurement, and construction in an Owner’s environment. Excellent knowledge of construction contract law, public procurement principles, CCDC contracts, and the preparation, review, and interpretation of technical design documentation, drawings, and specifications. Fundamental knowledge and understanding of current building and bridge codes and standards, local government bylaws, regulations, zoning and permit requirements, and other regulatory requirements and processes. Experience developing and reporting on projects and programs, writing and preparing business cases for various projects and initiatives, tracking budget, and financial reporting. Proficient in the use of standard business applications (MS Word, Excel, Outlook). Proficient in MS Project. Ability to mentor and coach new or junior staff including project managers and project coordinators. Experience in public and internal interest holder consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members. Experience working with First Nations. The Horseshoe Bay / Langdale Infrastructure Program is a complex, multi-year capital initiative that will modernize two of our busiest terminals and enhance service for millions of passengers. We are seeking a highly skilled Program Manager, Terminal Construction to guide the successful delivery of the Horseshoe Bay/Langdale Infrastructure Program. Bringing past major project and/or program experience to the role, you provide strategic leadership and direction in both the planning and delivery phases of the Program. As an Electrical Project Engineer, you’ll help strengthen these connections by shaping the future of our fleet and ensuring our vessels remain safe, efficient, reliable, and future‑ready. In this role, you’ll provide hands‑on engineering expertise across new vessel construction, refits, and critical system upgrades—covering everything from power generation and distribution to automation, controls, and safety systems. THE ROLE Reporting to the Senior Engineering Manager, Electrical and Automation, you add value and are energized by key areas of oversight such as: Maintaining effective relationships with regulatory agencies, including Transport Canada and Classification Societies regarding equipment survey requirements; Performing technical review of Engineering Change Requests (ECRs) for electrical power and control systems; Supporting troubleshooting and root cause analysis for electrical system failures or performance issues; Leading and supporting the development, design, and implementation of vessel electrical projects, with a focus on automation, control, and power systems; Providing engineering analysis and design review for new vessel construction, refits, and engineering changes on vessels for electrical power systems and control systems; Performing engineering support for issues with electrical systems, control systems, and machinery integration; Performing technical research and prepares detailed engineering reports, including troubleshooting and root cause analysis, evaluation of new technologies, forensic failure investigations, and participation in FMECA studies; Providing recommendations on electrical and electronics equipment selection and standardization; Providing technical review of specifications for contracted work during dry‑docking or refit, as needed, the analysis of extras submitted by shipyards or contractors; Providing scope and quality inspections onboard vessels at shipyards and the inspection of materials and equipment on suppliers’ premises; Overseeing contractors in the preparing detailed vessel condition reports, recommending refurbishment and ensuring all records, documentation, and technical materials comply with policies and regulations. WHAT YOU BRING TO THE TEAM Bachelor’s Degree in Electrical, Computer, or Electronics Engineering, or Diploma in Electrical Engineering Technology Registered Professional Engineer (P.Eng), Engineer‑in‑Training (EIT), or eligible for registration as a P.Eng, or Registered Applied Science Technologist (AScT). Experience in providing engineering services, theoretical and applied, for electrical power systems and control systems. Experience with marine systems projects is preferred Experience with automation systems, including PLC‑based alarm, monitoring, and control systems is preferred. JOIN US!
