The Senior Manager, Minister’s Delegate – Maintenance (MDM) / Fleet Standards is responsible for overseeing all technical acceptance and regulatory compliance activities related to the acquisition (purchase or lease) and transition of aircraft, engines, and landing gear. The position requires holding Transport Canada’s Minister’s Delegate – Maintenance (MD-M). Accountable for aircraft and major component deliveries, coordinating with manufacturers and regulatory bodies, as well as lessors. Lead the management of technical records audits and physical inspections for fleet transition projects, including engines and landing gear.
This position will support maintenance conformity determinations and the issuance and continued validity of the aircraft Certificate of Airworthiness and related specific flight permits. In parallel, the role ensures fleet standards, configuration consistency in accordance with regulatory and approved requirements.
Job Duties
Exercise delegated authority from Transport Canada to perform maintenance-related airworthiness functions on behalf of the Minister.
Make maintenance conformity and airworthiness determinations in support of Certificates of Airworthiness, Special Certificates of Airworthiness, and Specific Flight Permits, as applicable.
Review maintenance activities, maintenance releases, and technical records to confirm compliance with Canadian Aviation Regulations (CARs) and approved maintenance data.
Oversee conformity inspections and approval of aircraft modifications.
Lead technical acceptance and delivery of acquired aircraft, engines, and landing gear.
Manage technical records audits and physical inspections for fleet transition projects.
Coordinate with manufacturers, regulatory bodies, and lessors/lessee during acquisition and delivery processes.
Support the integrity and validity of the aircraft Certificate of Airworthiness through effective oversight of maintenance-related decisions.
Ensure compliance with applicable CARs related to aircraft maintenance and continued airworthiness.
Act as the focal point for Transport Canada interactions related to MDM responsibilities, audits, findings, and corrective actions.
Support the development, implementation, and enforcement of fleet standards across aircraft systems, components, and maintenance practices.
Work closely with internal departments such as Quality, Safety, Finance, Legal, and Executive team to align technical and regulatory requirements with contractual, financial, and strategic objectives.
Provide technical input for lease agreements, purchase contracts, and compliance documentation.
Coordinate with Hub Maintenance, Maintenance Operations, and Supply Chain to align fleet standards with approved data and operational requirements.
Participate in reviews of Service Bulletins, modifications, and maintenance program changes from an airworthiness and fleet standards perspective.
Provide airworthiness and regulatory guidance to Hub Maintenance and Maintenance Operations teams.
Support the review and maintenance of policies, procedures, and documentation impacting airworthiness and fleet standards.
Ensure MDM- and fleet standard–related processes are documented, controlled, and aligned with Transport Canada expectations.
Handle sensitive regulatory and airworthiness information with a high degree of professionalism and confidentiality.
Support special projects, regulatory initiatives, and operational priorities as required.
Responsible for your training and the training of the direct reports, ensuring employees remain current with all technical and regulatory training requirements to function in their assigned role.

Job Requirements
Knowledge, Skills and Abilities
Extensive knowledge of Canadian Aviation Regulations (CARs) related to aircraft maintenance and continued airworthiness.
Strong understanding of the Minister’s Delegate – Maintenance (MDM) framework and delegated authority requirements.

Eligibility for appointment, or current appointment, as a Minister’s Delegate – Maintenance (MDM) by Transport Canada.
Minimum 10–15 years of experience in aircraft maintenance, engineering, or airworthiness-related roles within an airline or MRO environment.
Demonstrated experience supporting maintenance conformity, airworthiness determinations, and regulatory compliance.
Experience developing or governing fleet standards and configuration control is strongly preferred.
Previous experience working directly with Transport Canada on regulatory or airworthiness matters is an asset.

Initiate Non-conformance Reports (NCR), investigate the cause, and take corrective actions as part of a team.

Job Summary
