Position Overview
EXP is seeking a Senior Civil Engineer (P.Eng.) to lead the design, delivery, and oversight of municipal infrastructure projects. This role is ideal for an experienced civil engineer with strong technical leadership, project management, and client‑facing skills, and a solid background in roads, servicing, drainage, and water resources.
Key Responsibilities
Lead civil engineering design and reviews for municipal infrastructure projects, including:
Roads and transportation corridors
Grading and earthworks
Stormwater management and drainage
Water, wastewater, and utilities
Foundations and site servicing
Ensure compliance with municipal, provincial, and federal codes, standards, and regulations
Prepare, review, and approve engineering deliverables, including:
Calculations and design briefs
Drawings and specifications
Technical reports
Tender and contract packages
Manage project scopes, budgets, schedules, and deliverables, providing progress reporting and risk management
Coordinate multidisciplinary teams and liaise with:
Clients and project stakeholders
Municipalities and regulatory agencies
Utilities, landowners, and approval authorities
Perform QA/QC reviews and provide mentoring and technical guidance to junior engineers and technologists
Review contractor proposals, shop drawings, and technical submissions for compliance
Support construction and contract administration, including:
RFIs and submittals
Site inspections and field reviews
Commissioning support
As‑built drawing review
Conduct site investigations and geotechnical assessments and evaluate alternative technical solutions
Ensure seamless integration across disciplines (Civil, Structural, Mechanical, Environmental)
Maintain strong, proactive client communication throughout all project phases
Qualifications & Experience
Bachelor’s Degree in Civil Engineering
Licensed Professional Engineer (P.Eng.) in Ontario or eligible for licensure
Demonstrated experience in municipal infrastructure engineering, including:
Roads and transportation infrastructure
Water and wastewater systems
Stormwater management and drainage
Bridges or structures (asset)
Extensive knowledge of engineering regulations, codes, and standards, including:
Municipal and provincial standards
TAC, AASHTO, CSA
Canadian Building Code
Environmental and permitting requirements
Proficiency with civil design and analysis software, such as:
AutoCAD Civil 3D
MicroStation
Bentley InRoads / OpenRoads
BIM and GIS tools
Strong expertise in municipal servicing, road design, grading, drainage, and water resource management
Experience delivering preliminary and detailed design projects
Proven ability to lead multidisciplinary teams and coordinate with external stakeholders and regulators
Excellent communication and client‑facing skills, including facilitation of meetings and workshops
Strong project management experience, including scope, budget, schedule, and risk control
Field experience with site inspections, compliance reviews, and construction support
Knowledge of municipal asset management principles (considered an asset)
The salary range for this role is between $100K - $150K. The actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, certifications, and specific work location.

What a day at EXP has in store for you
You will coordinate and manage infrastructure and land development projects across Eastern Ontario.
You have a history of successfully delivering on medium to large‑scale land and site development, infrastructure projects, from planning through construction and close out.
You have the drive to manage Project scope, budget, and schedule control for development projects.

At EXP you will build strong working relationships with other in‑house EXP disciplines including environment, geotechnical, hydrogeological, transportation planning and design, landscape as part of One - EXP’s full‑service delivery program.
Work on project teams, including design engineers, design/drafters, surveyors, field supervisors and inspectors, and other members of the project.
Develop Client Relationships; private, architectural, planning, municipal provincial and federal agencies.
Oversee all necessary approvals and permits for projects, including those from municipalities, provincial (Ontario) and federal government agencies.
Coordinate meetings with multiple stakeholders (e.g., clients, contractors, approving agencies, planners, other consultants, residents, etc.) as necessary to meet project objectives.
What your experience looks like
Relevant degree or diploma in engineering, P. Eng or C.E.T. licensed to practice in the Province of Ontario.
5-7 plus years relevant work experience.
An overall understanding of land and site development requirements and municipal/agency approvals, including detailed design of: Stormwater Management Design.
Report writing (SWM and Functional Servicing Reports).
Site Servicing Design for Sanitary and Water services.
Earthworks.
Excellent oral and written communication skills are required.
Experience with AutoCAD required, including Civil 3D is an asset.
Experience in the preparation of construction specifications including private supplemental specifications, technical specifications, as well as Master Format specifications would be an asset.
