    Reporting to the Manager, Engineering Services, Kingston Midstream is seeking an experienced Measurement & Controls Engineer to serve as an in-house technical expert (SME) supporting safe, compliant, and optimized measurement and control systems across our operations. This role will lead the development and implementation of company-wide measurement strategies, standardize designs and practices, and strengthen control system assurance through process safety information, control narratives, and risk-based reviews. Position Responsibilities

    Act as Kingston Midstream’s subject matter expert (SME) for measurement and controls, providing technical leadership and decision support to Operations, Projects, Integrity, and Regulatory/Compliance stakeholders. Develop, maintain, and improve standards, specifications, and best practices for measurement and control systems, leveraging automation and industry-leading approaches. Support capital projects and operational improvements through engineering design input, technical reviews, commissioning/start-up support, and issue resolution. Travel to field sites in Alberta, Saskatchewan, and Manitoba as required to support audits, troubleshooting, and implementation of improvements. Measurement

    Develop and implement a company-wide measurement strategy. Create a forward‑looking LACT optimization plan for a large multi‑site footprint (150+ sites across AB, SK, and MB). Establish a meter proving strategy while meeting all applicable jurisdictional compliance requirements. Standardize measurement design while leveraging automation and industry best practices. Determine root causes and implement preventive actions for recurring or systemic measurement issues. Collaborate with Crude Quality & Measurement to complete the annual Enhanced Production Audit Program (EPAP). Control System Assurance

    Develop and revise Process Safety Information (PSI) related to instrumentation, control systems, shutdown functions, and safeguards. Create and implement a Shutdown Key Management plan. Develop and revise control narratives in alignment with operating procedures, safety requirements, and management of change. Participate in Process Hazard Analyses (PHA) and support recommendation closure, including safeguard verification where applicable. Investigate and/or develop an interface between PLC logic and control narratives to improve traceability, assurance, and change management. Skills and Qualifications

    Bachelor’s degree in Engineering (Electrical, Instrumentation & Controls, Chemical, or related discipline). 10–15 years of progressive experience in measurement, instrumentation, controls, and/or automation within midstream, upstream, or industrial process facilities. Strong working knowledge of custody transfer measurement concepts and field measurement systems (e.g., LACT) including proving and compliance considerations. Experience with control system assurance deliverables such as PSI, control narratives, shutdown system documentation, and support to PHA/LOPA activities. Demonstrated ability to drive standardization across a multi‑site footprint and to lead root‑cause investigations through to preventive actions. Excellent communication and stakeholder management skills; comfortable working with both office and field teams, contractors, and regulators as needed.
