Responsibilities
Provide project management for various high-profile projects within the branch
Ensure project deliverables meet clients business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
Interact with senior staff within the ministry and with external partners and manage relationships
Lead organizational development, strategy development, business planning, and ministry funding requests.
Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
Use ministry project management tools for recording and reporting project/program data
Participate in team meetings
Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
Manage and monitor project progress, critical path activities, and report on slippage
Create overall project status and project progress reports for project executives and stakeholders
Identify and manage issues, review issue status, and produce issue logs
Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
Prepare business transformation and adoption plans
Create and provide knowledge transfer documentation as part of the knowledge transfer plan
Establish and participate in steering committee and stakeholder forums
Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources

Scope
The Justice Technology Services - Digital Design Branch requires a technical specialist with analysis / design / development / quality assurance and production operation experience of high sensitive, high performance, large scale enterprise database (e.g. SQL Server), database performance modelling, on‑going administration, monitoring and tuning, database transformation (ETL) / cleansing / migration (e.g. Oracle to SQL server), as part of building, enhancing and sustaining digital products for Criminal Justice Digital Design (CJDD) modernization program. Successful candidate will work on various applications and integration endpoints including Criminal eIntake, Digital Information Repository (DIR) and ICON Integration workstreams.
As a member of the development team, you will be responsible to migrate high-sensitive and large volume data from the existing Oracle database to the new Azure SQL Server, DataOps / Pipeline and on‑going Database Administration.
A high‑level list of deliverables follows:
Data Analysis: analyze the existing data in the applications, understand its structure, quality, and relationships and help in designing an appropriate migration strategy;
Data Mapping and Transformation: map the data elements from the application to the corresponding entities and fields in Azure SQL Database. Handle necessary data transformations, ensuring compatibility and consistency between the legacy data and the target system;
