  • Subcontractor Administrator

    Who We Are: Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension - Stations, Rails and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC's Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
    As part of the Scarborough Transit Connect project, we are looking for a qualified Subcontractor Administrator to join our team. The working location of this position is either in STC main office (100 Consilium Pl, Scarborough) or a site trailer office.
    What You Will Do: Administer assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or contractual difficulties. Work with subcontractors to determine subcontract rates and resource list. Ensure subcontractors operate on a transparency principle related to all rates and change requests. Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other major matters. Administer information programs to ensure mutual understanding of subcontract terms and conditions. Ensure subcontractors' compliance with subcontract requirements. Verification and negotiation of variations, claims and change issues with subcontractors. Identification and implementation of record keeping validating potential change orders. Keep record of change management/issue logs and provide summary reports. Handle variation/rate changes and delay issues. Ensure timely and accurate contractual correspondence. Identification and tracking of deliverables. Maintaining excellent relationships with client, stakeholders, and subcontractors. Participate in subcontractor kickoff meetings and review meetings and maintain meeting minutes. Source suppliers and subcontractors, ensuring that the selected company is qualified to provide the material and/or service required. Work with engineering consultants to ensure their commercial deliverables meet project requirements. Administer requirements of Contractor warranties, insurance and bonds. Administer closeout of subcontracts in coordination with related stakeholders. Other duties that may be assigned, including but not limited to, progress payment, payment coordination, schedule monitoring, claims administration, etc.
    Experience You Will Bring: Civil Engineering / Construction / Legal / Business Administration related post-secondary education or an equivalent combination or relevant technical training and experience. 4+ years of experience in contract administration and coordination; preferably rail transit project or large scale infrastructure (Hydro, Renewable Energy, Oil & Gas, Power, etc) experience would be a strong asset. Experience with cost reimbursable subcontracts and time and material subcontracts is strongly recommended. Experience preparing and issuing subcontracting documentation is required. Strong awareness of construction and contract change law. Strong business acumen. Effective communication and negotiation skills, both verbal and written. Advanced knowledge in Microsoft Office products. Ability to conduct business ethically and act with discretion when handling sensitive information. Ability to work under pressure and multitask. A dedicated team player with exceptional interpersonal skills. Strong attention to detail. Experience of working with SAP and SharePoint is desired.

    What You Will Do: The Environmental Inspector reports to the Environmental Manager and is responsible for ensuring compliance of the works with the Environmental Management System (EMS). The role of the Environmental Inspector includes the following: Conduct monitoring and inspections on all aspects of the Works in accordance with the EMS Maintain a log of monitoring and inspection events, which shall include photographic evidence to support the observations recorded during such monitoring and inspection events Complete monitoring and inspection reports and provide to the Environmental Compliance Officer and as part of the Monthly Environmental Report Provide advice and recommendations for improving environmental protection and correcting any inefficient practices and/or issues of non-compliance within 24 hours of noticing a potential issue Additional tasks as defined by the Environmental Manager and/or Environmental Director
    Experience You Will Bring: A diploma or a bachelor or advanced degree in an environmental related discipline (ecology/biology/environmental science) from a recognized post-secondary institution A minimum of five years of demonstrated work experience in all aspects of environmental monitoring and mitigation during roadway construction or construction of transit infrastructure, specifically with respect to work in and around watercourses and in the application and correction of erosion and sedimentation control measures, reporting Spills and the containment of effluent and dust during construction Certification as a Canadian Certified Inspector of Sediment and Erosion Control (CAN-CISEC), or have proven proficiency in observing, inspecting and reporting on the implementation of Erosion and Sediment Control Plans Candidates must have a valid G class driver's license and access to a reliable vehicle. As part of the Scarborough Transit Connect project, we are looking for a System Safety Manager to join our team.
    What You Will Do: Participate in the assignments of safety-related PA and interface requirements. Conduct risk assessment and required safety analyses. Review supplier’s safety analyses. Participate in safety-related requirements verification and validation activities. Ensure hazards, safety requirements and evidence are captured within the Hazard log within DNG. Produce engineering safety and assurance cases for various stages of the project Participate in safety testing during Testing & Commissioning. Working in close collaboration with project teams and stakeholders, to incorporate safety considerations and address safety-related issues and concerns. Managing various required safety analyses. Managing the review of supplier’s safety analyses as required. Managing all safety-related requirements verification and validation activities during the project lifecycle. Collaborating with the V&V team and T&C team to select appropriate Validation methods and techniques for Safety Requirements Validation. Verifying that Safety Requirement Validation evidence provided by Suppliers and/or V&V coordinators meets the required level of safety assurance. Communicating any encountered difficulties during Safety Requirement Validation activities to the CSO and System Assurance Manager. Proposing and reaching consensus with the teams on safety constraints related to non-compliances and deviations identified during Safety Requirement Validation activities. Participate in safety testing during T&C. Perform Hazard Assessments. Develop engineering and safety assurance cases.
    Experience You Will Bring: Minimum 10 years of experience in Safety Engineering in the Transportation domain. Hold a professional engineering license for the province of Ontario. Strong knowledge in the modern Railway projects, including various components/systems that these projects are made of. Expertise in application of safety standards such as technical standards such EN50126, EN50129 or IEC 61508, CSM-RA, CMREA. Expertise in creating a Hazard Log, FMECA, FTA, IHA, OSHA, etc. Knowledge of design and construction management aspects of Railway Projects. Excellent communication skills, the ability to manage internal and external stakeholders.

    As part of the Scarborough Transit Connect project, we are looking for a Document Control Coordinator to join our team.
    What You Will Do: Maintain the project distribution matrix within EDMS (Aconex). Identify and escalate processing or other system issues to the Document Control Manager in a timely manner. Identify opportunities for continuous process improvement and monitor for new and emerging software solutions. Assist in maintenance of reporting system to track all NCR’s, CAR’s, RFI’s, Change Request and other documentation deemed critical by the project from start to finish. Assist project teams with creating and developing reports in EDMS system (Aconex). Assist in the preparation of the end of project report using Aconex. Assist in creation/communication/implementation and maintenance and auditing of all required contract submittals using Aconex. Assists in maintaining a reporting system to track all RFI’s through the key milestones of their lifecycle using Aconex. Ensure the receipt, capture, control and access of all project documents. Allocate project document/drawing numbers as required per guidance of Project Management, Project Agreement, and/or Client requirements. Ensure achievement of established turnaround specifications from receipt of requests into document control to completion of processing and distribution. Assist the Document Control Manager with post-construction document archival / retention including as per Project Agreement specifications.
    Experience You Will Bring: Post-secondary education – Bachelor’s Degree or College Diploma preferred, or equivalent experience. 1-3 years document control experience in a construction project/site environment. Proficient in electronic file management (e.g. Explorer and WinZip). Intermediate to advanced knowledge of Portable Document format software such as Adobe Acrobat, Bluebeam. Ability to accurately and efficiently setup, create and maintain documentation metadata. Ability to interpret and implement process, procedures, workflows and standards. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
    As part of the Scarborough Transit Connect project, we are looking for a qualified Testing & Commissioning Engineer to join our team.
    What You Will Do: Plan, prepare and execute the Testing and Commissioning program. Support overall management of Testing and Commissioning activities. Support coordination/production of Testing and Commissioning plan and procedures. Support coordination of Testing and Commissioning activities and site access. Liaison between various stakeholders including Metrolinx and Toronto Transit Commission. Liaise with project design groups, quality, project management and other project teams in the context of Testing and Commissioning. Support inspection and testing of all facilities for Kennedy Enabling Works. Assist in incorporating and overseeing site safety within all Testing and Commissioning activities. Support scheduling and planning of process for handover of assets from construction to Testing and Commissioning. Support the compliance, approval, and acceptance related processes. Support inspection and testing of Electrical, Mechanical and Communication systems and their interface with existing TTC systems. Ensure that all tests, including performance testing, follow applicable Project Requirements and Standards. Produce Testing and Commissioning Status reports. Gather and maintain Testing and Commissioning evidence/logs. Ensure the coverage of requirements all along the project, ensuring that testing (via various means) provides a full coverage of correct implementation of the requirements: functional and safety requirements. Reviews and approves the traceability matrix, in cooperation with the other project stakeholders.     Experience You Will Bring: Minimum of 5 years of experience in the construction, testing and commissioning, and operations and maintenance in railways projects and systems, or of a similar scope and complexity. Strong knowledge of Mechanical and Electrical regulations and Standards in the province of Ontario, including Ontario Building Code (OBC) and Ontario Electrical Safety Code (OESC). Experience with Building Automations System, SCADA and / or PLC programming is an asset. Experience commissioning Fire suppression and Fire life safety systems with Toronto Fire Services. Experience with large, complex projects and Joint Ventures with multiple interfaces preferred. Must have demonstrated experience with developing test procedures for System Integration tests Familiarity with the FAT, PICO SAT and SIT method of commissioning. Experience collaborating with the requirements management team and dealing with special category type of requirements, including “safety requirements”, “RAM requirements”, and “security requirements”. Experience or familiarity with safety related application conditions (SRACs, ref. CENELEC 50126). Experience with development of test certificates. Demonstrated application of deploying problem-solving methodologies. Excellent communication skills, both written and verbal.
