Your Key Responsibilities
Project Delivery & Technical Leadership
Provide technical and project leadership on road and highway infrastructure projects of varying size and complexity, including projects involving transportation planning and traffic engineering as well as major projects.
Oversee delivery from planning and concept development through detailed design, tender, and construction support.
Lead and support multi-disciplinary teams to ensure scope, schedule, budget, and quality objectives are met.
Promote continuous improvement in design delivery, quality management, and operational efficiency.
Ensure compliance with applicable standards, guidelines, and regulatory requirements, including Transportation Association of Canada (TAC) guidelines, BC Ministry of Transportation and Transit (MoTT) guidelines and standards, Master Municipal Construction Documents (MMCD) standards and others where applicable.
Champion and model a strong safety culture across all projects and activities.
Business Development & Client Relationships
Grow the Roads and Highways, TPTE and Major Projects practice by strengthening existing client relationships and developing new ones.
Actively lead and support project pursuits, proposals, and strategic business development initiatives.
Collaborate with other discipline and sector leads to support integrated, multi-disciplinary opportunities.
Stay informed on industry trends, emerging delivery models, and market opportunities.
Represent the Roads and Highways team as a trusted advisor and technical leader with key clients and stakeholders.
Team Leadership & Operations
Lead, mentor, and support a team of engineers, project managers, and technical staff.
Responsible for workforce planning, project resourcing, utilization, and backlog management.
Recruit top talent, support professional development, and contribute to succession planning.
Facilitate goal setting, coaching, performance reviews, and career development discussions.
Track and manage team performance against established key performance indicators (KPIs).
Act as a conduit of information between Business Center Leadership, senior leadership, and the Roads and Highways team.
Ensure corporate, Business Center, and regulatory requirements are met, including training, safety, and professional standards.
Capabilities and Credentials
Proven leadership experience delivering road and highway, TPTE infrastructure projects of varying sizes preferably including experience in major projects delivery.
Strong project management skills with the ability to manage scope, schedule, budget, and risk.
Demonstrated ability to lead, motivate, mentor, and develop technical professionals.
Strong business development and client relationship management skills.
Excellent communication, interpersonal, and collaboration skills.
Sound technical knowledge of road and highway design standards and practices in British Columbia.
Proficiency with Microsoft Office and relevant engineering and design software including but not limited to AutoCAD, and Civil 3D.
Education and Experience
Bachelor’s degree in Civil Engineering, or equivalent & Licensed Professional Engineer.
Minimum of 10 years of progressive and accumulated experience, including project / design management, construction engineering experience, preferably design and construction of roads, highways and major infrastructure projects.
A more senior individual is generally preferred; however, our team is willing to train the right intermediate candidate who meets the preferred minimum qualifications. An experienced technologist candidate meeting the other requirements of this posting would also be considered for the role.
Location
The ideal candidate would be located in the lower mainland working out of our Vancouver or Burnaby office, Kamloops or Kelowna; other offices may also be an option if you are the strongest candidate. Position will primarily work in an office setting and may require some travel and field work. Hybrid, partial work from home alternatives are also an option. Typical office environment involves computer work and remaining sedentary for long periods. Field work may include exposure to the elements including inclement weather.

Systems Integration: Design and implement APIs and middleware for connecting heterogeneous systems. Experience with REST/SOAP and enterprise integration patterns. Knowledge of Oracle Integration Cloud or ESB tools is advantageous.
Technical Proficiencies: Proficiency in Python/Django, Java or C#, SQL (Oracle) and Linux. Familiarity with version control and build tools.
Architecture & Modelling: Ability to create architecture diagrams (Visio/Draw.io/Lucidchart) and use UML. Knowledge of TOGAF or Zachman is beneficial.
Methodologies: Experience with Agile/Scrum and DevSecOps; familiarity with ITIL/PRINCE2/PMP is a plus.
Security by Design, Performance & DR: Implement security by design, threat modeling, ISO 27001 awareness, performance optimization, and disaster recovery planning.
Documentation & Governance: Maintain architectural documentation and living artifacts; ensure decisions are captured for knowledge transfer.
Soft Skills: Excellent written and verbal communication; strong analytical and problem-solving skills; leadership and mentoring abilities; proactive and self-motivated.
Compensation and Benefits
Pay Range:
Locations Outside of Lower Mainland - BC & Various locations in Ontario: 128,600.00 - 192,900.00 annually; Locations in Lower Mainland - BC, GTA & Ottawa Ontario: 136,300.00 - 204,500.00 annually.
Pay Transparency:
In compliance with pay transparency laws, pay ranges are provided where required. Final compensation is based on education, qualifications, experience, and location. Some roles are bonus eligible. Part-time roles are pro-rated.
