    About The Role Steer North America is looking for a motivated, self-starting, problem-solver and collaborative professional to fill our Transportation Planner position in the Planning and Design team, which has contributed to our company\'s ongoing success in the United States, Canada, and beyond.

    This person will be a contributing member of Steer\'s North American teams which is comprised of planners, economists, designers, financial modellers and technical specialists. In combination, these disciplines provide us with the breadth and depth to deliver innovative and impactful solutions to our many clients.

    The Consultant or Senior Consultant will:

    Work alongside colleagues to conceptualize, develop, and deliver on new and existing client projects, including in multimodal planning, regional planning, TDM, and equitable and sustainable mobility. Work may involve projects such as:

    Work Environment

    We value in-person collaboration and client engagement, with flexibility depending on project needs. All Steer employees seeking a full-time opportunity are non-exempt and encouraged to spend 60% of their time either in office or on-site with clients. An employee\'s typical work week consists of 40 hours (Canada 37.5 hours). Hours, expectations, and exemption status will be determined for any applicant seeking a part-time opportunity.

    Position Overview We are seeking an experienced professional to help us build and grow our Technical Due Diligence (TDD) Practice in North America. This senior role blends deep engineering and operational expertise with strategic advisory capabilities, supporting investors, lenders, and concessionaires in financing and acquisition decisions.     Driving Strategic Growth

    Help drive the growth of the TDD Practice in alignment with broader business objectives, with responsibility for identifying opportunities, driving growth and growing revenue.

    Act as a technical and thought leader both internally and externally in the market.

    Collaborate with internal leadership to implement strategic planning, sales, and marketing initiatives.

    Lead the TDD Market

    Lead and deliver technical due diligence for Transport/Energy/Social assets. Conduct site visits and assess asset condition, performance, and risks.

    Manage multi‑disciplinary teams across geographies, languages, time‑zones and cultures, integrating external specialists and internal colleagues to deliver high‑quality, timely, and cost‑effective outcomes.

    Translate technical findings into actionable insights for investors and stakeholders. Collaborate with Financial, Traffic & Revenue and Environmental, Social and Governance due diligence teams to produce integrated reports.

    Identify and evaluate technical and operational risks of infrastructure assets, including contractual and risk allocation, construction approach and schedule, Operation and Maintenance (O&M) and OPEX, lifecycle plans and CAPEX, and propose mitigation strategies.

    Prepare clear, client‑ready reports and presentations tailored to investor audiences. Communicate effectively with both technical and non‑technical stakeholders.

    Build and maintain meaningful client relationships, expand service offerings, and lead proposal development. Help grow Steer's presence in new asset types and geographies.

    Requirements

    Bachelor’s degree in Engineering (Civil, Mechanical, Industrial) or related field; Master’s degree preferred.

    10+ years of professional experience in the infrastructure sector and/or design/construction/operation/maintenance work experience. Having 4+ years in an advisory firm would be an advantage.

    Proven track record in technical due diligence and transaction advisory to lenders, investors and sponsors for Transport/Energy/Social infrastructure assets.

    Previous experience and knowledge of the PPP model in North America, Project Finance, M&A, and technical and commercial risk assessment.

    Strong analytical skills and proficiency in interpreting engineering data and operational metrics.

    Market knowledge to position for and win new TDD projects in North America.

    Ability to guide project delivery, proposing action plans and demonstrating confidence in decision making.

    Experience coordinating multidisciplinary teams and managing complex workstreams under tight transaction timelines.

    Ability to interface confidently with clients, legal and financial advisors, and institutional investors, supporting negotiations and Q&A processes.

    Understanding of financial models including CAPEX, OPEX, lifecycle costs and contractual arrangements and their implications on valuation and bankability.

    Excellent communication and report‑writing skills in English. Desirable fluent speaking in at least another language (e.g., Spanish, Portuguese, French, German).

    What You’ll Work On Steer is the top Technical Advisor for Transport transactions globally and has a strong reputation in providing Traffic and Revenue (T&R) services in North America (NA).

    An investment‑grade forecast for a major toll highway concession, supporting investors and lenders

    A connected‑vehicle / managed‑lane corridor assignment, factoring in how AVs and EVs could shift travel choices

    A large parking program — citywide meters or a university garage portfolio — with demand shaped by policy and mobility trends

    A refinancing / diligence support effort for a mature toll facility, with workshops and rapid responses to lender questions

    An owner/operator performance‑monitoring engagement, interpreting results and advising on implications for strategy

    You will have the opportunity to help shape the future development and direction of the team and work across the most interesting and high‑profile transactions in the market.

    Key Responsibilities Delivering Projects

    Serve as Task Lead/Project Manager/Project Director on a portfolio of projects.

    Be responsible for project delivery and client management to ensure adherence to scope, schedule, and budget while maintaining the highest quality standards.

    Coordinate or project teams including providing on‑the‑job training and technical review role.

    Ability to see the bigger picture and understand client objectives but also be able to carry out detailed reviews and task delivery when needed.

    Fostering Client Relationships & Business Development

    Develop long‑term relationships with key clients, partners, and industry stakeholders.

    Support business development efforts, including pre‑positioning, proposal development, presentations, and negotiations.

    Stay informed about market trends to create compelling scopes that respond to client needs.

    Represent the organization externally, promoting its values and capabilities in the marketplace.

    Wider Responsibilities

    Develop and mentor staff, focusing on technical skill development, career development, and performance management.

    Contribute to capability development and knowledge sharing across Steer.

    Provide leadership and support to a multidisciplinary team, fostering a collaborative, innovative, and high‑performing work environment.

    Requirements

    Minimum of 10 years of experience in the transportation industry with an emphasis on Traffic and Revenue (T&R) forecasting in the North America Highways Transactions market.

    Technical background in Traffic, User Demand, or Ridership forecasting – including the development of ridership models using Network Models and/or Econometric modelling.

    Proven ability to project manage fast paced T&R projects for primary and secondary highway transactions for private sector clients.

    Demonstrated success in business development, client engagement, and project leadership for private sector transaction market clients.

    Preferred

    Expert technical network modelling skills in Cube and/or EMME.

    Expert technical skills in econometrics, choice modelling or other T&R techniques.

    Market/modal experience outside of highways (examples include, but are not limited to: Parking, Ferries, Transit, EV Charging, Ports, Airports).

    Technical background in other relevant areas outside of T&R (examples include, but are not limited to: EV/AV Technology and Forecasting, Technical Due Diligence, business/strategic case development, funding/financing).

    Client relationships that could bring new opportunities to Steer.

    Business development mindset – looking for opportunities to cross‑sell and diversify current market.

    Be advised that this is an estimated benchmark salary of good faith. All compensation, regardless of location, may be subject to change as skills, abilities, and internal equity are considered. In addition to base salary, all employees will be eligible for an annual discretionary performance bonus. Steer reserves the right to ultimately pay more or less than the posted range and offer additional compensation.
