The Vancouver Housing Development Office (VHDO) is a City of Vancouver agency dedicated to creating strong, market‑based rental housing on City‑owned land. The VHDO delivers long‑term non‑tax public benefit by generating financial returns that finance municipal infrastructure and social services.
Responsibilities
Lead the VHDO, shaping the agency’s strategy, portfolio, and processes.
Manage the City’s real‑estate asset portfolio, securing non‑tax revenue through the redevelopment of land assets.
Oversee the development of high‑profile projects, from rezoning through design, finance, and construction.
Partner with private developers, finance teams, planners, and design professionals to secure equity, design excellence, and development economics.
Coordinate the VHDO’s capital and finance functions, including the Property Endowment Fund, to optimize non‑tax revenue streams.
Represent the VHDO on City Council, stakeholder meetings, and industry forums.
Qualifications
City of Vancouver or public‑sector experience in land development, finance, or real‑estate asset management.
Strong knowledge of municipal policy, planning, and land‑use regulation.
Proven project‑management experience leading multi‑phase development projects.
Experience managing financial returns and supporting non‑tax revenue generation.
Excellent stakeholder‑management and partnership‑building skills.
