Title: Technical Services Manager Reports To: Senior Director, Technical Services Responsibilities: Provides program delivery and business expertise for technical services delivered to CAPREIT Operations Units by the following: Assisting in the development, implementation, and execution of service plans with innovative approaches based on building maintenance service needs and industry best practice; Develops with Procurement and other Business units a contract framework that reduces cost at an appropriate risk level while compliant to the respective laws and regulations to improve effectiveness and accountability of contractors and local staff; Directing and overseeing maintenance functions including standards, service levels, high performance, and standard response times for all maintenance program components to maintain a consistent and standard, a high level of building repair, reliability, building safety, and customer service; Providing technical support for decision making to Operation Managers, building managers, and building operators to resolve building issues; Assisting with the ongoing management of contractors/supplier’s contracts and vendor relations including resolution of contractual issues for building managers; Developing standards and specification for Capital and Operating repairs and services to meet organisational objectives; Project managing major renovations with operation managers and contractors including specifying, requesting, and reviewing quotes from contractors; Providing technical support and assist with internal departments for policy and procedure development and implementation at the operations level; Working closely with Managing Directors and internal departments to develop annual CapEx budgets, with a focus on effective delivery to meet goals; Instituting corporate inspection and evaluation processes for performance assessment and long-term maintenance improvement planning that supports the yearly budget preparation cycle with the Managing Directors; Provides advice and feedback on the development and effectiveness of the on-site maintenance capability for operations units, including the identification of any applicable training needs and the development and delivery of training programs which ensure standards and compliance is maintained; Participates in the development and ongoing use of appropriate systems and technology to support the service plan to maximize innovation and reduce costs. Systems include: computer-based maintenance systems and building monitoring systems; Ensure buildings and work practices comply with all applicable laws and regulations related to, but not limited to, the National Fire Code, Provincial Fire Code , Federal and Provincial Environmental and Occupational Health and Safety legislation including asbestos, TSSA, and other authorities having jurisdiction by confirming all records are up to date and accurate and compliant; Working with the PIC manager on the ongoing evaluation of activities, structure, and deployment of staff and contracts within the Property Improvement Contract; Keeps abreast of market development in maintenance and assesses their opportunity value for CAPREIT; Producing management reports on building performance and key indicators; Training of site staff on systems, components, required inspections and record keeping for HVAC, electrical, fire and emergency, interior/exterior building systems and components, and any other related required building components; and, Other duties as assigned by the Sr. Director, Technical Services. Reports To: Sr. Director, Engineering and Project Management Position Summary: The Senior Project Engineer will be responsible for preparing and providing oversight of condition audits, project fee estimates, specifications, budgets, and schedules, as well as managing structural and envelope rehabilitation engineering design. They will coordinate with consulting firms, contractors, and internal stakeholders, to ensure project schedules and deadlines are met within budget. In addition, they will conduct site inspections to ensure work is performed to CAPREIT’s standards and codes prior to signing off on the completion. The Senior Project Engineer will help to facilitate knowledge sharing, improve efficiency, standardize process, drive skills training, and inspire overall collaboration. Responsibilities: Collaborate with engineers, architects etc. to determine the specifications of the project. Contribute to capital budget planning by reviewing and extracting budgeting information from building and roof condition assessment reports prepared by consultants. Coordinate and participate in meetings with other CAPREIT internal teams/stakeholders to ensure that all intersecting projects progress seamlessly. Provide Sr. Project Manager duties for all assigned structural and envelope projects and review specifications and reports prepared by Project Managers and Projects Coordinators. Provide oversight, supervision, motivate, train, develop and mentor Project Managers and Coordinators as assigned. Create project budgets while managing and tracking progress as well as reporting unforeseen expenses as they arise. Identify and resolve project issues with project team and ensure larger, more complex issues are escalated to key project stakeholders. Ensure adherence to all health and safety standards and report issues. Work closely with Senior Director, Procurement to assist in the preparation and creation of scopes for repair/construction work & tender documents. Carry out Condition Audits, property inspections, and provide analysis and assist in the preparation of capital expenditure budgets. Project manage various construction, intensification and retrofit projects within the portfolio, including budget management, reporting, and quality control of general contractor and consultants. Assist with new acquisitions; 5-year capital plan. Support staff in tracking all EUBR requests and assist by reviewing their site review findings and specifications as required. Provide site inspections including quantitative analysis to various internal operational groups as they relate to the modernizing, upgrading, and maintaining the properties within the portfolio Maintain and constantly improve cost reduction initiatives relating to maintenance and repair works throughout the portfolio. Collaborate with the Procurement department in vendor selection, tender evaluation, and award recommendation. Assist in the preparation of bid analysis and recommendation letters and review and approve progress invoices. Lead discussions and work effectively with senior leaders. Support software enhancements to track projects and time management. Provide guidance and share PM best practices with Technical Services Mangers and other internal stakeholders. Required Skills: Knowledge and application of safety and environment principles and procedures. Familiarity with quality and health and safety standards. In-depth understanding of building restoration, procedures and materials and project management principles. Proven experience as a building science subject matter expert. Demonstrates the ability to manage time effectively, prioritize and work under pressure to meet multiple deadlines. Flexibility and ability to work in a fast-paced environment. Demonstrated experience implementing a strong safety culture. Identify and manage risk and opportunities on construction projects. Ability to work at heights utilizing suspended access equipment such as swing stages and zoom-booms. Establish and maintain effective relationships with key stakeholders and decision makers.
